DESCRIPCIÓN DEL PROYECTO

El Programa del Estuario de la Bahía de San Juan (PEBSJ) busca servicios profesionales para ser parte de los esfuerzo de alivio relacionados al paso del huracán María, así como de los planes de restauración a corto y mediano plazo dentro de las 97 millas cuadradas de la cuenca estuarina urbana durante el periodo de 16 de diciembre de 2017 a 30 de septiembre de 2018.

Durante los primeros días tras el paso del huracán María, el Programa del Estuario de la Bahía de San Juan identificó la necesidad de remover los escombros acumulados en infraestructura critica de la cuenca, tales como el sistema de alcantarillado, lo cual impacta la calidad del agua y el bienestar de las comunidades.

Los contratistas estarán realizando una evaluación de necesidades para guiar los proyectos de alivio y restauración ecológica en diferentes áreas dentro de la cuenca. Se espera que coordinen y supervisen actividades de remoción de escombros y provean apoyo adicional que sea de beneficio para los residentes de las comunidades seleccionadas.

ACERCA DE PROGRAMA DEL ESTUARIO DE LA BAHÍA DE SAN JUAN

Fundado en 1993, el Programa del Estuario de la Bahía de San Juan es una organización sin fines de lucro que tiene como misión restaurar el estuario de la bahía de San Juan, el punto de encuentro del agua de los ríos con el océano en ocho municipios.

TAREAS

El Coordinador de proyectos de apoyo a la cuenca urbana, estará a cargo de las siguientes tareas:

1. Evaluar problemas y necesidades a corto y mediano plazo en las comunidades identificadas dentro de la cuenca de la Bahía de San Juan, junto al Técnico de calidad de agua.

2. Desarrollar junto con las organizaciones de base comunitarias un plan de trabajo a 12 meses que aborde los problemas identificados, el acceso al agua limpia y segura, la conectividad y calidad de la cuenca, el manejo sustentable de escombros y la resiliencia de las comunidades.

3. Coordinar e implementar de manera estructurada actividades junto a las organizaciones de base comunitaria y del Técnico de Calidad de Agua.

4. Preparar y presentar reportes mensuales sobre el trabajo realizado y el progreso alcanzado.

El Técnico de calidad de agua estará a cargo de las siguientes tareas:

1. Trabajar junto al Coordinador de proyectos de apoyo a la cuenca urbana en la evaluación de problemas y necesidades, así como en el desarrollo e implementación del plan de trabajo.

2. Llevar a cabo evaluaciones de calidad de agua en los cuerpos que rodeen a las comunidades seleccionadas.

3. Preparar y presentar reportes mensuales sobre el trabajo realizado y el progreso alcanzado.

Las credenciales básicas y las habilidades necesarias para aplicar incluyen:

1. Bachillerato, o estudios graduados, de una universidad acreditada en Planificación, Ingeniería, Ciencias Ambientales o campos relacionados.

2. Experiencia manejando proyectos de manera comprensiva, incorporando necesidades e intereses de varios sectores.

3. Experiencia en proyectos de infraestructura verde, sustentabilidad, trabajo con comunidades y manejo de proyectos.

4. Transportación y computadora propia.

COMPENSACIÓN

La compensación del contrato será discutido y determinado según las credenciales y experiencia del candidato.

The Corporation for the Conservation of the San Juan Bay Estuary is currently in the process of contracting the services a Grant Writer to contract for the federal fiscal year starting December 1, 2017 and ending September 30, 2018.

PROJECT OVERVIEW

The San Juan Bay Estuary Program (SJBEP) is currently seeking a firm or individual to develop its corporate website to inform about the programmatic activities and scientific studies performed for the restoration of the San Juan Bay Estuary System. This platform will promote the SJBEP and inform thousands of people of its activities, workshops and everything related to the conservation of the Estuary. The core of the SJBEP are: wildlife and habitat, science, community involvement, water quality and education. The services to be provided by the Grant Writer will be coordinated with the San Juan Bay Estuary Program.   

ABOUT SJBEP

Founded in 1993, the San Juan Bay Estuary Program is an environmental conservation organization. Their mission is to protect the San Juan Bay Estuary, the meeting point of the water from rivers with the ocean in eight municipalities. These are

TASKS

The person contracted must have the following skills and will have the following responsibilities, which will be performed in close coordination with the San Juan Bay Estuary Program

  1. Identify possible funding sources for the implementation of (a) the actions included in the San Juan Bay Estuary Comprehensive Management and Conservation Plan.

  2. Manage federal resources web portals, tools, and systems, including Grants.gov, ASAP.gov, eGrants, DUNs, and sam.gov.

  3. Evaluate funding sources according to the needs and make recommendations on which could help move forward the objectives of the above mentioned plans, and on the best approach.  

  4. As requested, prepare a work plan and timeline for each funding opportunity that will be pursued.

  5. Write proposals and grant applications on behalf of the San Juan Bay Estuary Program following the guidelines established by the funder, collaborate in the design of metrics, performance measures, budget, among others, and submit the required documents on time.

  6. Collaborate with the funds recipient in those activities that will allow them to meet the compliance and reporting requirements of approved grants.  

  7. Collaborate with other people within the organization’s network.

  8. Ability to work with diverse subjects related to the San Juan Bay Estuary Program, and its projects and programs.

  9. Establish effective communication with funders and the San Juan Bay Estuary Program.  Participate in meetings.  

  10. Submit progress reports to the Executive Director of the SJBE Program as requested.

  11. Other related services.

Basic credentials and skills needed to apply include:

  1. Bachelor’s Degree, and preferably Master’s degree, from an accredited university in the Humanities, Social Sciences, Communications, Planning or related fields.

  2. Advanced oral and written communication skills in both English and Spanish.  Clear and concise writing skills, drafting documents that comply with specific requirements.

  3. Proven experience in proposal writing, including complex federal grants and varied topics. If selected for interview, the person must present a list of grant applications submitted and approved.

  4. Must own a computer.

  5. Knowledge of the federal Office of Management and Budget circulars A-122, and A-133.

  6. Ideally, experience requesting funds from federal agencies and local as well as international non-governmental organizations.

JOB DESCRIPTION: STAKEHOLDERS AND COMMUNITY COORDINATOR

The Stakeholders and Community Coordinator is a facilitator, a people’s person, and a team worker.  The Coordinator has the primary job of engaging people from all sources of life to perform volunteer work in order to accomplish the mission of the restoration of the San Juan Bay Estuary.  This professional is also in charge of encouraging public participation and community involvement in restoration projects across the San Juan Bay Estuary watershed.  This position develops sponsorship/business arrangements and relationships with businesses, individuals, schools and other organizations interested in supporting the San Juan Bay Estuary Program’s general operations and program areas. This position reports to the Executive Director.

 

Main products delivered: Develop and implement a comprehensive and innovative community outreach plan targeting individual, private, corporate, school and other organizations. Submits proposals to engage potential partners on behalf of the San Juan Bay Estuary Program in a timely and consistent manner. This includes developing concepts, gathering and formatting information and preparing clear communications.  Recruits, coordinates and evaluates volunteers for the organization’s volunteer program; promotes community involvement; and coordinates the Citizen Advisory Committee (CAC)’s meetings.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES (Other duties may be assigned):

 

Stakeholder and Community Relations

  • Maintains constant communication with relevant stakeholders and community leaders.

  • Facilitates meetings between the Executive Director and stakeholders

  • Maintains and feeds a database with information about stakeholder groups and organizations in the estuarine system and beyond.

  • Offers workshops to various sectors and community leaders.

  • Maintains open communication channels and is aware of community concerns, and proposes the Executive Director appropriate actions to take.

  • Work collaboratively and seamlessly with staff to identify new potential foundation, individual, private, corporate, school and other organization partners.

  • Solicit grants, gifts, and sponsorships from new and continuing partners.

  • Research and assist in developing plans for expanding the San Juan Bay Estuary Program’s presence.

  • Supports in the development and submission of reports submitted by the Executive Director to the Management Conference of the San Juan Bay Estuary Program.

Supporting Citizens as Volunteers

  • The Coordinator is the facilitator, provider and manager of volunteer service to all the programs and activities of the entity.     

  • The Coordinator is a team worker and is in constant communication with hers or his co-workers to supply the need of volunteers for programs such as habitat restoration, water quality monitoring, education, administration, and others.  

  • In charge of the development of volunteer job descriptions, recruiting, and evaluation processes as needed by the staff, contractors, and stakeholders of the organization, and as defined by annual work plans.

  • Develops and updates a volunteer manual with general information about the organization, volunteer opportunities, safety protocols, and other information.   

  • Maintain a database with information regarding volunteers’ mailing information and interests.

  • Organizes recognition activities for the volunteers.

  • Coordinates informational sessions and workshops to inform citizens on opportunities to volunteer.

Outreach and Citizen Science  

  • Citizen Science activities (habitat restoration, water quality monitoring, and others) are at the heart of the organization, and will be implemented by the Coordinator in collaboration with the Scientific Director.  

  • Coordinates, organizes and executes all outreach activities according to the annual work plan.  

  • Coordinates and participates in the Citizen Advisory Committee and ad hoc committees meetings.

Comprehensive Conservation Management Plan

  • Updates the actions of Outreach and Public Participation of the CCMP.

  • Advises the Executive Director on effective strategies to implement the actions, and the need of new CCMP actions.

  • Coordinates the CAC meetings, keeps evidence of attendance, agendas and minutes.   

POSITION QUALIFICATIONS AND KNOWLEDGE:

Education and Experience:

  • Bachelor’s in education, biology, or environmental science related field, and at least four years of experience in the field. A Masters degree is desired, but not required.

  • Strong communication skills both verbal and writing. Copy editing experience is desired.

  • Must have documented successful partnership cultivation experience and a keen understanding of fundraising/income development.

  • Strong computer and analytical skills.

  • Experience working on interdisciplinary teams as well as independently.

  • Experience working in the San Juan Bay Estuary or with partners in the region is preferred.

  • Experience with project management

Job Knowledge and Skills:

  • Strong performance orientation and skillful strategic thinking. Establishes clear expectations and continuously measures performance.

  • The ability to work through stringent deadlines with acute attention to detail is required. Maintains focus on priorities.

  • Self-starter with the ability to manage time effectively.

  • Demonstrates excellence in both oral and written communications. Knowledge of external communications and cultivation techniques are essential.

  • A high degree of integrity in dealing with confidential donor, supported family and financial information.

  • Ability to coordinate all aspects of an event including - logistics, correspondence, financial reports and printed materials.

  • Ability to coordinate and lead committee meetings.

  • Proficiency in Microsoft Office.

ANUNCIA CONVOCATORIA PARA UN (1) COORDINADOR DE PROYECTOS SUSTENTABLES

 

El Programa del Estuario de la Bahía de San Juan se encuentra en el proceso de reclutar un Coordinador de Proyectos Sustentables por contrato para el año fiscal federal del 30 de julio de 2017 al 30 de septiembre de 2017.  El contrato puede ser extendido a 30 de septiembre de 2018, de cumplir con expectativas del Programa del Estuario.

Responsabilidades:

  1. Conceptualizar, evaluar y promover proyectos de infraestructura verde en comunidades dentro de la cuenca hidrográfica del Estuario de la Bahía de San Juan.

  2. Coordinar, asistir y trabajar en proyectos educativos y comunitarios tales como: jardines pluviales, huertos escolares, rehabilitación de espacios urbanos baldíos, iniciativas de turismo comunitario, inventarios participativos de biodiversidad, festivales escolares o de base comunitaria entre otros.

  3. Proveer charlas educativas a distintas audiencias (estudiantes, familias, maestros), sobre los temas de infraestructura verde urbana, sustentabilidad, conservación, biodiversidad, cambio climático, ecosistemas y agua.

  4. Coordinar y ofrecer talleres a distintas audiencias en el Centro del Estuario ubicado en el Viejo San Juan y manejar la Biblioteca del Estuario, Biblioteca Pedro Gelabert.

  5. Desarrollar currículos ambientales para el adiestramiento profesional de voluntarios.

  6. Promover campañas para la sustentabilidad del estuario.

  7. Asistir al equipo del Programa del Estuario en los proyectos de sustentabilidad y tareas asignadas.

  8. Monitorear el impacto de su trabajo a través de administración de cuestionarios y elaboración de informes escritos de las actividades realizadas.

 

Educación y experiencia:

  1. Poseer estudios en una universidad acreditada en una de las siguientes áreas o combinación de ellas: Arquitectura Paisajista, Ingeniería, Pedagogía, Ecología Social, Planificación Urbana/Ambiental, Geografía Urbana/Ambiental;

  2. Experiencia en proyectos de infraestructura verde, sustentabilidad, trabajo con comunidades y grupos escolares;

  3. Experiencia y capacidad en el desarrollo de propuestas federales, estatales y corporativas en el campo de la sustentabilidad e infraestructura verde;

  4. Experiencia ofreciendo charlas educativas y/o recorridos interpretativos.

  5. Experiencia redactando, diseñando y evaluado actividades educativas alineadas al currículo educativo del Departamento de Educación en las áreas de ciencias y estudios sociales.

  6. Capacidad para comunicarse en inglés y español (oral y escrito);

  7. Poseer un automóvil y computadora.

The San Juan Bay Estuary Program is soliciting a Request for Proposal (RFP) from a qualified firm or individual to design its website.  Submissions required by Friday, July 21, 2017.

Their mission is to protect the San Juan Bay Estuary, the meeting point of the water from rivers with the ocean in eight municipalities. These are Bayamón, Carolina, Cataño, Guaynabo, Loíza, San Juan, Toa Baja and Trujillo Alto. Our organization protects the Estuary coast and the flora and fauna in risk of extinction in this area. The organization is committed to educate next generations that must face the environmental and social problems in the future. Our objective is to equip citizens with information, field experience and workshops to bring our community a better social justice perspective.

REQUIREMENTS

The current SJBEP’s website uses the software Joomla! the candidate must be able to work with this software to maintain the website platform. Suggestions about a new software may be considered. We are an active organization that has several weekly activities, which should be properly documented through such web platform to effectively engage and inform its audience. The candidate shall provide a proposal, in accordance with the terms and conditions set in this document, to provide website design, development and ongoing maintenance services to the San Juan Bay Estuary Program that may include, but are not limited to:

  • Development of a plan for the website with input from internal team maintaining the existing URL

  • Build website based on an approved design by our internal team while keeping all the existing content

  • Development of strategic plan for organizing content to engage visitors  

  • Create and build appropriate content (e. g. environmental, scientific, social content)

  • Able to design the website in English and Spanish

  • Design and CMS must allow for easy changes to site navigation, images, listings and overall content

  • Ensure website is fully operating and conduct user testing prior to launch

  • Provide long term support to the website, CMS maintenance

  • Complete all the tasks and meet the deadlines

  • Redesign of www.estuario.org to create a pleasing yet refreshing experience that includes the following features, elements and functionality:

 

  1. Intuitive and attractive design: clean design, easy to navigate and visually organized

  1. Able to navigate the website in a mobile version

  1. Support high resolution media (images and video)

  1. Website must be safe and secure with HTTPS. Website must be fast loading with a balance of text and graphics

  1. CMS Maintenance

  1. A blog platform that provides ability for administrator to review and approve posts from guest writers

  1. Social sharing tools that allow to post seamlessly between the website and our social media pages like Facebook, among others

  1. Engage in innovative ideas to attract more visitors to our website

  1. Integration of social media feeds, (e.g., Facebook, Instagram, Twitter, YouTube and Pinterest,) within the homepage and other key pages for example: tags and hashtags

  1. Manage entries to the website, advertisements, announcements via hyperlinks

  1. Interactive destination maps that enable a user to search by region or by interest category (e.g. news, library, water quality monitory, events)

  1. Monitor events announcements and volunteer sign up

  1. Ability to upload photos and videos (or any other multimedia) for approval by the site administrator and ability to remove ones that violate terms of service

  1. Manage downloadable content such as PDF documents, photos, among others

  1. Manage contact forms (e.g. volunteer sign up and library services)

  1. Can display changing photographs and video content on the homepage and other landing pages

  1. Has functionality to support slideshows

  1. Displays correctly in all major browsers

  1. Displays a visually appealing and organized homepage

  1. Utilizes a good search engine, develop the best connection between tabs, links, and information

  1. Design a website map for better browsing

  1. Manage trends, page views and hits, web traffic analysis, platforms, areas of interests and maintain a single database of users

The SJBEP will provide:

  • Deliver content for integration into new site

  • Specifications and feedback

  • Photos, videos from our activities

SUBMISSION REQUIREMENTS

To be considered responsive, a proposal must contain the following, prefaced by a table of contents, referenced by number and in the order below.  If a proposal fails to meet a material requirement of the RFP, or if it is incomplete or contains irregularities, the proposal may be rejected.

  1. A brief description of the history and organization of the bidder’s firm, and of any proposed sub Vendor.

  2. Copies of business licenses, professional certifications or other credentials, together with evidence that bidder, if a corporation, is in good standing and qualified to conduct business in Puerto Rico.

  3. Qualifications, background and experience of the project director and other staff proposed to work on the project.

  4. Identification of at least three (3) prior websites developed by the bidder within the past three (3) years.  Include references with contact information for each.

  5. A general description of the techniques, approaches and methods to be used in completing the project.

  6. A description of the chronology for completing the work, including a time line and deadlines for each task.

  7. A detailed, itemized cost proposal. Indicate the estimated number of hours needed and a fixed-bid amount for each set of deliverables: Discovery and Assessment, Requirements Gathering, Concept and Design, Integrations, Browser/Platform cross-compatibility Support, Project Management and Implementation. A written acknowledgement of the acceptance of the Contracting Requirements set forth in section IV of this RFP. Specific terms may be reserved for future negotiation, but must be clearly identified and reasons given for the reservation.
